A month ago, Iryna Zarutska, a 23-year-old Ukrainian refugee, passed away after she was stabbed on Charlotte’s LYNX Blue Line. Her family has recently issued a plea to the public asking them to remember her life, but to stop sharing the graphic video of her horrific murder. They released their statement after surveillance footage of the incident was released. This has led to much debate over issues such as transit security and dealing with those who suffer from mental health issues. The Ukrainian Refugee was murdered by 34-year-old Decarlos Dejuan Brown Jr., who was subsequently charged on the 9th of September.
Ukrainian Refugee Murdered After Starting New Life In the United States

Iryna Zarutska was an artist from Kyiv in Ukraine before she and her family emigrated to the United States. According to her obituary, they left “to escape the war, and she quickly embraced her new life in the United States. She dreamed of pursuing a career as a veterinary assistant while also working toward her independence by learning to drive.” According to her coworkers and friends, she was an animal-loving and creative young woman who was just beginning to find her feet in a new country. Before her brutal murder, she was studying English and working at a local pizzeria. Her work colleagues at the pizzeria kept a candle burning there in tribute to her passing.
According to investigators, Zarutska boarded the Blue Line on the 22nd of August shortly before 10 pm. She proceeded to take an aisle seat, and a man in a red hoodie subsequently sat directly behind her. The footage reveals that there was no apparent interaction between the man and the woman before he suddenly stood up and used a pocket knife to stab her repeatedly. After the attack, Brown walked to the other end of the train and removed his hoodie. He was arrested by the police on the platform several minutes later. An edited surveillance video was then released by the Charlotte Area Transit System on the 5th of September.
A Traumatic Experience for Her Family

In a statement released by a spokesperson of the family, they sadly noted that “We are heartbroken beyond words. Iryna came here to find peace and safety, and instead, her life was stolen from her in the most horrific way. No family should have to go through this.” Their lawyer also asked that the media and public stop sharing the video clips of her murder, calling it disrespectful and retraumatizing. Vi Lyles, the mayor of Charlotte, also released a statement, saying that “The video of the heartbreaking attack that took Iryna Zarutska’s life is now public. I want to thank our media partners and community members who have chosen not to repost or share the footage out of respect for Iryna’s family.”
Meanwhile, the officials of Charlotte are facing major criticism for not keeping the suspect off the streets. Brown was found to have a history of arrests, erratic behavior, and mental illness. According to court records, he had 14 prior cases over s period spanning more than a decade, including a sentence for robbery with a dangerous weapon. Brown’s mother told reporters that she had requested that he be involuntarily committed to a psychiatric facility earlier this year after he became violent at home.
He was subsequently diagnosed with schizophrenia, but it is unknown if he received any kind of treatment. Officers were called to a Charlotte hospital in January for a welfare check. There, Brown told police that he believed some kind of man-made material had been inserted into his body that controlled everything he did. According to audio recordings of a conversation between the suspect and his sister, Brown stated, “Make sure it was me that did it, not the material. And I’m telling you, the material did it.”
The Bottom Line
Legally, the case now proceeds on two tracks: the first-degree murder prosecution of the state and the federal mass-transportation charge. Meanwhile, local officials have announced several near-term changes, such as redeploying security officers to Blue Line platforms and increasing the enforcement of fares. Additionally, the Federal Transit Administration launched its own review, citing concerns about the protection of passengers.
However, many passengers have stated that they have personally not yet seen any visible changes on board. For Iryna Zarutska’s family, their search for justice and closure is far from over. So many questions still remain regarding how someone so mentally unstable could be allowed to roam among the public, especially considering his long track record of offences and strange behavior. Perhaps if he had not been failed by the system so repeatedly and placed in a secure location, the young woman from Ukraine would still be dreaming of a bright new start.
